1. I opened Pop app but am unable to see the window?

This sometimes happens when you open the app for the first time and another application takes focus away. You can always reopen the app using your keyboard shortcut or the default one: shift ⇧ + command ⌘ + v.

2. Why does the app require Accessibility permission?

The app requests Accessibility permission to paste the content you selected into the foreground app.
